City of Galveston Mayor Pro Tem Craig Brown issued a mandatory evacuation order for the city early Tuesday morning, instructing all residents to leave the barrier island as soon as possible. City services will be suspended at noon and the city’s police and fire departments will not be available once the storm hits, according to the press release. Texas A&M University has also ordered all students at its Galveston campus to evacuate....

Sgt. Douglas Petersen said Tuesday that university police received a report of two individuals using bolt cutters to remove bikes from racks and loading the bikes into a pickup about 5 p.m. Monday. Lincoln police stopped the pickup near campus and arrested Banderas and Lucas Keifer. Banderas and Keifer are charged with possession of burglary tools and theft by unlawful taking. Each was released on a $3,500 bond. The athletic department said in a statement that administrators and coaches are aware of the incident and have no comment....
